Abstract: From Introduction: Sikkim is one of the smallest States of Indian Union with an area of 7096 sq km having four Revenue Districts viz: South District, North District, West District and East District. The population of the State is only 5.4 Lakhs (Male 2.9 Lakhs, Female 2.5 Lakhs) with density of 76 persons per sq. kms. as per the census 2001. The entire State is hilly ranging from 210 meters to 8816 meters above Mean Sea Level (M.S.L). Population is therefore scattered and sparse. During winter, there is migration from higher reaches to lower. North District has most difficult terrain, higher altitudes and difficult to tread. The geographical conditions in the State make universalisation of Elementary Education tough and challenging task.
