Abstract: From Background Information: The NLM, which began in the wake of the declaration of the National Policy on Education (1986) has a special significance for the State of Orissa. Orissa is a relatively backward State of India; and with a population of 26.27 millions (1981 census), which works out to 4.01 per cent of the total population of India. The state is overwhelming rural and has a sizeable tribal population (24 Per cent). Above all, it is characterized by a high rate of illiteracy.
