Abstract: From Introduction: The education system does not exist in a vacuum. It is a subsystem of the system of'development and is bound to be effected by the socio-economic and political formations. Therefore, education is a people oriented activity. It is the responsibility of the education system to prepare the people to play the active role in the social change and development. It is being argued that basic education ensures the skills needed to lead a decent life and will enable the individual to participate effectively in his / her community and society, Amartya Sen (1984) equates the concept of development to well being. For him the dominant approaches to the idea of well being the utility approach and opulence approach are both fundamentals deficient. Sen offers an alternative capability approach to well being. He explains that the capability of well being depends not merely on food intake but also on such other human needs as primary education, health and medicare and social relations.
