Abstract: From Foreword: The programme of Sarva Shiksha Abhiyan (SSA) is being implemented in mission mode to achieve Universalisation of Elementary Education for the w'hole country by 2010. Its three main objectives are to ensure that all children in the age group 6 to below 14 years are enfoiied either in regular schools or alternative schools; each child completes the full cycle of elementary education within stipulated time of 8 years and the quality of education is of satisfactory level. The programme requires continuous monitoring of progress in respect of increase in enrolment, reduction in dropout and repetition rates. For that several surveys and research studies have been undertaken, in the recent years. One such effort was made during 2003-04 to intensively study the phenomenon of repetition at primary stage of districts covered under District Primary Education Programme in the states of Haryana, Himachal Pradesh and Gujarat. The agencies commissioned for conducting the study in these states, submitted their reports on the basis of which this synthesis report has been prepared.
