From Introduction: A large number of children of 6-14 years age group are still outside our formal school system. Children belonging to different social groups like Scheduled Tribe, Scheduled Cast and religious minority groups and other backward communities are still deprived of access facilities in many places resulting in low enrolment of children of these social groups. Drop-out rate continues to be fairly high due to multiple factors. It is in this context that intervention like Sarva Shiksha Abhyan was felt necessary so that every district of our country can achieve the goal of UEE by 2010 through district based plans drawing benefits from this scheme.en_US
