dc.description.abstractEducation is the means for development and illiteracy is a barrier to prosperity. In spite of the fact that in Tamil Nadu there are more than 36,000 primary schools with 2.5 lack pupils, with an annual budget of Rs. 249 crores earmarked for education, it has not been possible so far to achieve the goal of universalisation of education upto the the age of 14, as enshrined in the Constitution of India. Lakhs and lakhs of children are either dropouts or have never been to school. The first step to eradicate illiteracy is therefore, to arrest the increase in the number of illiterates.en_US
