Abstract

The District Primary Education Programme - Phase-I is the 6th and penultimate year o f its implementation, whereas the Phase- II districts are in the third year of implementation. The programmes, activities and processes in the former are sufficiently stabilised and have started showing tangible results in terms of increased access and retention and discernible quality improvement. The Phase- II programme, although passed through a slow phase in the beginning, has now picked up pace and started taking roots. The programme has seen two general elections in the past two years and gone through the prolonged periods o f code o f conduct', as a result of which the implementation has suffered to some extent. Now that the general elections are over, the activities will re-start with renewed vigour and commitment and the objectives will be achieved as contemplated.
