Abstract

This aide-memoire (AM)summarizes&e missions findings and records the agreements reached. Section II describes the proposed project design, objectives," and components agreed with DOE/GOI and GOB. Section III explains the project scope and the eligibility criteria for Bihar districts to be included in the proposed project Section IV discusses the agreements reached with respect to project preparation start-up activities. Section V comprises the agreements reached with the DPEP Bureau and GOB concerning the project preparation schedule and conditions for proceeding to pre-appraisal, appraisal and negotiations stages. Section VI comprises a synthesis of a presentation given to the ; DPEP Bureau concerning some relevant innovations in the Chilean educational context that may be pertinent to the Indian experience. Finally, Section VII summarizes the next steps agreed with GOI and GOB to proceed with the project preparation stages. Annex I presents proposed modifications to the terms of reference (TORs) to carry-out the required district-based social assessment studies. Annex 2 contains additional information on the project sub-components.
