Abstract

From Introduction: UNESCO (1990) has aptly said, “Education as a basic human need, opens up unlimited possibilities calling for responses that are constructive, creative and challenging." Education is regarded as a potential instrument of individual development as well as social upliftment. It is intimately related with national development. Sarva Shiksha Abhiyan - the national programme for universalization of elementary education in India has made provisions for achieving its objectives by opening new schools, appointing teachers, constructing school buildings, toilets and drinking water facilities. The decentralised planning process for the programme was started at the grassroots level- the village education committees in the Nilgiris District.
