Abstract: In implementing District Primary Education Programme, it is now well recognised that the State at the macro level has to invervene in several ways. There has to be for this purpose an appropriate organisational structure at the State Level which will make the entire educational administration in Tamil Nadu, management oriented which consists in planning at the State Level, organising human material and financial resources, co-ordinating various activities at different levels commanding through appropriate kinds of accounting and budgeting. The state level interventions seek to achieve the above five elements of management through the instrumentality of the appropriate structure and taking note of its functioning. Therefore the proposed action plan takes into account both structural and functional aspects of Tamil Nadu Educational Administration.
