Abstract: | The sector Elementary Education is the largest Sector of Education in the country as a whole not only in terms of its physical size and heavy financial involvement but also due to the fact that it serves the basic requirements of all other sectors of education. It is also the most important sector from the point of view of the constitutional obligation which calls for universal enrolment and retention of all children until they attain the age of 14. Therefore, this Sector has not only been classed under the minimum Needs programme but also has been included in the revised 20 point programme. The National Policy on Education 1986 also gives an unqualified priority to Universal Elementary Education. |
