Abstract

From Historical Background: The constitutional goal of free and compulsory education for all up to the age of 14 years is yet to be accomplished. Arduous efforts have been made in the last five decades for the Universalisation of Elementary Education (UEE) and to fulfill the mandate of the Indian Constitution. National policy on education 1986 and programme of action 1992 also gave top priority to the achievement of UEE. Many projects and programmes at the micro and macro levels have been undertaken in the past in this direction. Now it has been included education of the children in the age group of 6 to 14 years as the fundamental rights, by the 93rd constitutional amendment.
