From Vision: SSA is a consummation of a long-term, national vision that was eloquently articulated and stated under article 45 of the Constitution of India, in 1950. Primary school enrollments were 40 percent and literacy rate was 16 percent in the country in 1951. Education for all could only be a vision and a dream, not a goal at that time. Large scale expansion of school facilities, enrollment of children to schools began in right earnest. Enrollment appreciated enormously just as the problem of drop-out of children accompanied it.en_US
