Abstract: From Introduction: The Ninth District is the largest among the four districts of the State, It covers 61 percent of the total area of the State which measures to 4444 sq. kms. It includes 47 revenue blocks and 21 panchayat Units. Three members of the State Legislative Assembly are elected from the three constituencies of the North District More than three fourths of the area is uninhabited because of its in hospitable terrain of alpine forests, snow-capped peaks, glaciers, barren plateau and torrential streams. This restricts human habitation to less than 20 percent of the total land area of the district.
