Abstract: Sarva Shiksha Abhiyan (SSA) is an initiative of the Government of India to achieve the goal of Universalisation of Elementary Education. For successful implementation of the programme, an effective monitoring system is essential. Monitoring is very important for any programme and it is required on continuous basis. The Ministry felt it would be more fruitful to involve professional institutions in this task. Accordingly the Department of School Education & Literacy during the year 2003-2004 had identified key monitoring institutions to monitor the implementation of the programme in the States/ UTs.
