Abstract: From Introduction: The General Conference of Unesco at its eleventh session authorized the establishment of a Regional Centre for the Training of Educational Planners, Administrators and Supervisors in Asia to help Member States in preparing the key personnel needed for implementing the Karachi Plan. The Centre was set up under an agreement with the Government of India and began to function in New Delhi from February 1962. It was redesignated as the Asian Institute of Educational Planning and Administration with effect from April I, 1965. A new agreement was signed between Unesco and the Government of India on August 26, 1970. The Institute functions under the legal and constitutional framework of the Government of India.
