Abstract: From Introduction: Our Preparation for the twenty first century will acquire a significant dimension by our contribution to human resource development. In a brilliant "Human Development goals for the 90's" report entitled on the state of the world's Children 1990 UNICEF aptly puts it. As the international community formulates development goals and strategies for 1990*s, there is a growing consensus that human development must now take the centre stage". In the past development planners had been pre-occupied with economic indicators such as GNP, savings, investment, trade and production targets. The sheet fact of economic growth is no guarantee that basic human needs will be met. Human Development, on the other hand, focusses on the fulfilment of basic human needs as the most important indicators of development.
