| Abstract: | From Introduction: The National Policy of Education (NPE) and its Programme of Action (POA) 1986 and modified in 1992 envisaged improvement and expansion of education in all sectors; elimination of disparities in access and emphasis on improvement of quality at ail levels. There was also a realisation that if the challenging goals of UEE had to he achieved, it was necessary not only to initiate or expand programmes but also to increase participation and ensure good quality education to all children. |
