Abstract: There are 30 Revenue districts in Orissa which have been sub divided into 15 education districts headed By District Inspectors of School. There are 48,904 primary schools with 97,676 teachers and 41.89 lakh students. The teachers Pupil Ratio (TPR) for the state works out to be 1:45. A little less than One Fourth of tire relevant age group children are outside the ambit of primary education Besides non-enrolled children the extent of drop out is still causing serious concern The incidence of drop out is over compounded by the fact that the level of drop out is significantly high in case of children coming from socio-economically disadvantaged community. To address these issues the focus of planning in DPEP in Orissa has been shifted from enrolment to retention through capacity building during successive plan periods, likewise quality of primary education is primarily dependent upon two variables, that is. School related variable and Community related variable which have been given due importance during planning for activities.
