dc.description.abstractThe Programme objectives are in line with the guidelines framed by the Central Advisory Board on Education (CABE). The CABE parameters with respect to basic education projects in India are: ■ the project must be in total conformity with the national policies, strategies and programmes; ■ the project formulation should be the responsibility of the Centre/State Governments/ other national agencies and that project formulation should be a process of capacity building; ■ the project must be drawn up on innovative lines emphasising people's participation, improvement of quality, equality of education and a substantial upgradation of facilities.en_US
