dc.description.abstractFrom Introduction: Mizoram became a Union Territory on 21st January 1972. Prior to this, it formed one of the Districts of Assam. As one of the Districts of Assam, Mizo District as it was then called, remained a neglected area due to its geographical location, peculiar topagraphy and absence of good communication. No development activities worth the same name had, therefore, never been undertaken in Mizoram before the pre-Union Territory years. Moreover, it suffered a series of natural calamities such as large scale famines caused by rat menace and cyclones.en_US
