Abstract: From Preamble: The draft Five Year Plan 1978-83 emphasises removal of unemployment, an appreciable rise in the standard of living of the poorest sections of the population and provision by the State of the basic needs of the people, including clean drinking water, adult literacy, elementary education, health care, rural roads and rural housing. Adult Education—looked upon as a method of human resource development, including literacy, functional development and creation of awareness among the poor regarding their inherent power to determine their destinies—should become the method in the new development process, it can contribute to the new development strategy in three significant ways firstly by making a substantial part of the work-force literate and better skilled; secondly, by involving the people in various development programmes which would make it possible to achieve optimum production and productivity and minimise wastage; and thirdly, by creating awareness among the poor regarding the benefits of laws and policies as a strategy of redistributive justice.
