Abstract

In accordance with the Constitutional safeguards for the weaker sections specially for the Scheduled Castes and Scheduled Tribes, the Planning Commission and the Government of India have been issuing guidelines right from the introduction of the First Five Year Plan to the State Governments to see that the benefits flowing to the people under Central Sector go to weaker sections in general and to the Scheduled Castes and Scheduled Tribes in particular. Realising that the grants given to the Welfare Departments are only supplementary in nature and are meant for taking up certain programmes for the speedy process of these people, it was emphasised that the main thrust for the development of the Scheduled Castes and Scheduled Tribes should come from the General Sector programmes.
