Abstract: From Introduction, The Background: Millions in India still do not know how to read and write. Also a very large percentage of our population remains miserably poor even today. A direct outcome of poverty, or quite likely, its cause, is illiteracy. Illiteracy has endangered the principle of equality of the people. It not only violates the individual’s right to education, it is also one of the major obstacles to the effective enjoyment of human rights. The individual as well as the nation pays a very high price for illiteracy, even though the person concerned is not aware of it. The illiterates live isolated from the sophisticated social process, such as the democratic government and commercial marketing. If the Third World is to move forward from stagnation, recession and despair, they will have to generate a new cl'mate of urgency for literacy.
