Abstract: From Preface: As a part of the exercise on formulation of the VIII Five Year Plan the State Planning Board have constituted 13 Steering Committees and 48 Task Forces with the specific intention of drawing up integrated development programmes for each of the sectors in accordance with the overall approach and objectives of the State Government, The Steering Committee on Decentralised Planning and Planning for Rural Development is one among them. The main task before the Committee was to chalk out suitable procedure for operationalising the decentralised system of planning in the State.
