Compilation of the Review Reports on the Pace and Progress on the Implementation of the National Literacy Mission in the States

Abstract

From Foreword: The subject ‘Education’ is in the concurrent list of distribution between the Union and the State Governments. However, in the larger perspective of national integration as also keeping in view the need for ensuring equity in access to educational opportunities for all sections of the population, it has been the general practice that all major schemes are conceptualised and formulated at the central level, guidelines for operationalisation along with provision of funds are issued at the central level; although their implementation is left to the State Governments/UTs. The National Adult Education Programme launched on 2nd October, 1978, which is now being implemented as the National Literacy Mission with effect from 5th May, 1988, is an example of such a scheme.
