Abstract: From Introduction: The Jammu & Kashmir is the first state in the country, which provides free education upto Post Graduation to all sections of the society in order to achieve total literacy in the state. Kathua being a gateway of the J&K state and surrounded by the states like Punjab & Himachal Pradesh, was influenced by the rich cultural heritage of Punjab in its border belt and in hilly areas by the people of Himachal Pradesh. Due to this fact, the literacy rate got a tremendous rise during last three decades but still the facility of free education provided by the State Govt, could not bring desired goals due to lack of infrastructure and possible access to school going children in the district. The topography and gender differences among masses also remained hurdle in achieving the hundred percent literacy in the district.
