dc.description.abstractFrom Foreword: The backwardness of Jammu and Kashmir State is to be traced to a number of factors including the low literacy levels. In the post Independence era, the Government accorded high priority to the development of Education in the State and in consequence, the State has over the years, witnessed large scale and rapid expansion of the educational facilities at all levels of education. While the benefits accruing from such expansion have made a conspicous dent in the problem and improved the literacy rate from slightly over 6% in the pre-independence period to over 7% as in 1971, the expansion, however, has not been matched by a balanced dispersal of institutions and, in consequence, there are areas and some sections of population which are lagging behind the rest of the community.en_US
