Abstract: With the attainment of independence, India was faced with the task of effecting an all-round reconstruction of her national life. It was realized that some basic welfare services previously denied to the people, could be provided to them only by building up the economic strength of the country ; that the successful implementation of a developmental programme for this purpose depended largely upon the availability of scientists, enquiries and technicians of the right type. The improvement and expansion of facilities for technical education, therefore, received the close attention of the National Government immediately after its assumption of power.
