From Preface: In the present day world, education is a national concern as it has become a vital instrument for social, cultural and political transformation of society. Educational planning has, therefore, assumed great importance so as to ensure optimum use of our limited resources of man, money and materials, to achieve national priorities in the field of education. This helps to relate education to life, needs and aspiration of the people. Proper educational planning and its effective implementation pre-supposes a sound Statistical base. In fact, it is no exaggeration to say that a modem culture has tended to become a statistical culture.
