Abstract: From Introduction: India being a welfare country, her constitution since the very inception, provides free and compulsory education for children upto 14 years of age for ensuring education accessible to all. Again, being a democratic country it is her constitutional obligation to extend all sorts of facilities/opportunities to the maximum number of her population. Though we should have been able to achieve that objective within 10 years of accepting the constitution we are still miles away from the same. Thus, the genesis of such drawbacks have carefully been examined, it is found out that there are some areas which need to be put special emphasis on to achieve Education for All by 2000 AD.
