Abstract

the Task Force’s emphasis is on a shift from a supply to a demand driven policy, a shift which does not seek radical structural changes in the government, but one which signals a change in the way we address the subject. The new approach would help release the latent entrepreneurial energies that our countrymen have and provide school dropouts with a more viable alternative to formal education. The other recommendations flow from this basic premise.
