Abstract: From Foreword: Providing free and compulsory education to all children upto the age of 14 years is mandatory. The Government of Andhra Pradesh is taking all possible initiatives to fulfil this directive. Some of the initiatives worth mentioning in this regard are Andhra Pradesh Primary Education Project (APPEP), Operation Black Board (OBB), Non-formal Education, Open Schools, Audio-Visual Education etc. These initiatives are increasing the access for schooling, improving enrolment, retention of children and their attainment of minimum levels of learning. In addition, strategies are being evolved by Government for the education of adults through Total Literacy Campaigns (TLCs) in all districts of the State which are area specific and outcome oriented. These strategies are warranted to achieve the goal of Education for All. Education for All involves two components : 1. Education of adults 2. Education of children. The Total Literacy campaigns are motivating the adults to a great extent in sending their children to schools, ensuring their regular attendance and extending needed cooperation for the effective functioning of schools. Education of children is a very critical area which needs unqualified priority in the programme of action.
