Abstract

From Preface: The Karnataka Second Backward Classes Commission takes this opportunity to express its grateful thanks to the Government of Karnataka for entrusting this onerous task of reviewing the existing list of Backward Classes ill order to identify afresh the Backward Classes on the basis of a scientific survey and to recommend to the Government the list of Backward Classes under Art. 15(4) and 16(4) of the Constitution of India. This task entrusted to the Commission was difficult, complex and challenging. The Commission has tried conscientiously, impartially and judiciously to the best of its abilities, to do justice towards this challenging work.
