The Committee while examining Demands for Grants of various Ministries/Departments over the years noticed that the centrally-sponsored schemes, particularly the three major schemes i.e. SSA, MDM and ICDS were facing problems to really take-off in the North-Eastern States and J&K. The Committee, therefore, decided to understand the problems faced by these States having peculiar conditions of topography, climate, geographic locations, etc, and make a report thereon.en_US
