The Goa Sarva Shiksha Abhiyan was launched in the state of Goa on 2nd October 2005 for Universalization of Elementary Education in the state with specific timeframe and goals. As far as enrolment, attendance and retention of the children at the elementary stage of education in Goa is concerned, there are not many threats though Goa SSA needs to concentrate on mainstreaming activities for out of school children who are basically children of migrant laborers who constitute a floating population and most of them migrate with their parents back to their native states, especially Karnataka, and Maharashtra where they pre-dominantly come from. A substantial number of them also come from the other states like Orissa, Andhra Pradesh, Tamil Nadu and even from Bihar, and are found concentrated in considerable numbers along the coastal belts during the fishing season.en_US
