Abstract: From FOREWORD - Tribal Development is based on a twin approach namely, protection of their interests through legislative and Administrative support and promotion of development efforts through plan schmes. The Tribal Development approach was critically reviewed on the eve of the Fifth Plan. Consequently in 17 States and 2 Union Territories (out of 25 where Scheduled tribes have been specified, namely, Andhra Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Orissa, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, West Bengal, Andaman & Nicobar Islands and Goa, Daman and Diu the new strategy of Tribal Sub-Plan was implemented. This excluded the six tribal majority States and UTs, namely, Arunachal Pradesh, Meghalaya, Mizoram Nagaland...)
