The Tribal Development approach was critically reviewed on the eve of the Fifth Plan. Consequently in 17 States and 2 Union Territories (out of 25 where Scheduled tribes have been specified, namely, Andhra Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Orissa, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, West Bengal, Andaman & Nicobar Islands and Goa, Daman and Diu the new strategy of Tribal Sub-Plan was implemented.
