Abstract: | The Constitution of India directs the State to provide free and compulsory education to all children up to the age of 14 years. The State is further empowered to practice positive discrimination in favour of economically and educationally weaker groups. Article 1 5 (3) of the Constitution empowers the State to make special provisions for women and children. This has enabled the State to draw up special policies and programmes to benefit women and girls. |
