Abstract: Under the SSA, in order to track the impact of the programme in improving learning outcomes of children, the SSA framework provides for a national sample survey on pupil leading levels for Class III, Class V and Class VII/VIII, every three years. The NCERT, therefore, conducted such a sample survey for Class V in 2002-03, for Class III and Class VII/VIII in 2003-04. The first round of such surveys helped to establish a baseline of the pupil achievement levels and subsequent assessments are expected to show the changes in pupil achievements. The NCERT surveys cover a representative sample of students across districts and three main areas for example, Language, Mathematics and Environmental Science. It looks at three critical classes, two of which are the terminal years of the primary cycle and the elementary cycle. Class III is a crucial interim year in the primary stage of education, where basic learning at Class I and II is necessary to be able to graduate to more difficult areas of learning. necessary to be able to graduate to more difficult areas o f learning.
