Since our plans have to be rooted in the needs and aspirations at the grassroots, the process by which these plans arc made has a very direct bearing on the kinds of plans that emerge ultimately. How we make our plans, who makes them, who is consulted, become important questions in this background. Therefore, in DPEP each district not only needs to consider and identify what it will include in its plans but also how it will formulate its plan, or, about the process of planning. This means evolving ways of identifying needs and community aspirations and incorporating these into the plans.en_US
