Abstract: | Implementation of District Primary Education Programme (DPEP) had formally begun on November 8, 1994 with the DPEP Bureau conveying to the state Societies approval of the 1994-95 Work Plan followed b' release of Rs.3 5.2 9 crore to the seven states of Madhya Pradesh, Assam, Haryana, Tamil Nadu, Karnataka, Kerala and Maharashtra, with this communication the uncertainity that hovered over the programrae since the negotiation in July, 1994 was definitively ispelled. Though an earlier resolution of the uncertainity wou.d have facilitated a speedy and smooth transition from planning to implementation, it is a happy augury that, the principle haj >een established that irrespective of the source of funding the kvernment of India (GOI)'s share would be passed on as grant to ;le State Societies. This decision signals to the States that nimary education shares with population control a special stilus in the matter of IDA credit. To kickstart the programing tQ identify the key priority issues, and to establish the lmkices and synergies with other programmes, JS(DPEP) toured all tie seven states from 11th November to 1st December, 1994. |
