Abstract: Expansion, inclusion and rapid improvement in quality throughout higher and technical education system through enhancing public spending, encouraging private initiatives and initiating long-overdue reforms form the core of 11th Plan initiatives for higher education. Gross Enrolment Ratio (GER) in higher education is planned to be raised from the present 10% to 15% by 2012, implying, thereby, that enrolment in higher education has to increase to 21 Million from 14 million and that enrolment in higher and technical education has to increase at an annual rate of 8.9 % and 14% respectively.
