dc.description.abstractThe Annual Plan for 1967-68 was formulated in two stages within the overall framework of the policies and programmes set down in the (defunct) Fourth Plan Outline (August 1966). In the first stage, the plan was p re pared on the basis of existing level of taxation in terms of the interim budgets of the Central and State Governments. In the second stage, a fresh look was taken on the proposals for the Annual Plan, when a fuller picture of resources had become available, after the presentation of final budgets.en_US
