| Abstract: | A National Committee of State Education Ministers under the Chairmanship of the Minister of Human Resource Development was set up in January, 1999 to develop the structure and outlines for implementing universal elementary education in a mission mode. The conference of State Education Ministers held on 22-23 October, 1998 had reached a consensus that universal elementary education be preceded by universal primary education. |
