The developments in the Indian economy during the year 1968 continued to be on the path of general crisis despite improvements in overall rate of growth of real national income, estimated at 9.1 per cent over the previous year, and marked improvements in certain individual sectors such as agricultural production and export earnings. Contrary to wide-spread expectations of a revival in the planning process - an expectation which survived three successive years of virtual abandonment of long term national planning under the guise of budgetary exercises called Annual Plans - the crisis in planning continued to be as serious as ever before.en_US
