Abstract: The state government has been making efforts to reduce poverty and improve human development. Efforts towards the same have been constrained by the lack of systematic planning and budgeting based on a robust Medium Term Fiscal Framework (MTFF) and Medium Term Expenditure Framework (MTEF). European Commission State partnership Program (EC-SPP) has been supporting Chhattisgarh Government through providing budget support especially in the areas of education, Health, minor forest Produce and decentralization of development activities. The purpose of providing Technical Assistance (TA) in the preparation of MTEF is to strengthen linkages between policy, planning and budgeting to allow for more effective use of public resources. Though significant progress has been made to improve literacy in the state there are still areas where significant progress has to be made especially in the areas of reducing drop out rates, bringing student teacher ratio to the desired levels, increasing the availability of schools and in improving the quality of education.
