From Executive Summary: There is a general belief that India would emerge as the global economic power in the 21" century. For this emergence, the State of Bihar, with its 82 million population, will have to be a strong developmental partner. The goal for sustainable development of the state would demand an inclusive and well planned socio-economic development strategy. The State is in need of a long-term Development Vision. The major focus has to be on systematic exploitation of natural resource endowment (i.e. land, water and marvelous agro-climatic features). State's rich cultural heritage, young demographic profile, high level of people's intelligence and entrepreneurship would enable Bihar to emerge as the prosperous State of the Country.en_US
