dc.description.abstractAccess, quality and equity constitute the tripod for supporting the edifice of higher education. A comprehensive scheme for expansion of facilities with equitable sharing of opportunities for the SC/ST/OBC/ Minorities/Physically Challenged/Women/the poor is a pre-requisite for quality in this critical sector of development. An Appropriate mechanism for ensuring access to the marginalized sections through positive discrimination in admission and financial support through a scholarship scheme should be taken up on a priority basis. Strengthening the public funded system and enforcing social control on private initiatives in higher education should be long term goals.en_US
