From Target and Coverage: Estimated population to be covered daring the 7th Plan period is 75,000. This includes additional increase of illiterates during last 4 years and also the anticipated increase from the base year level of 7th Plan upto 1990. This phenomenon of increase of illiterates is peculiar and observed throughout the country including Sikkim. One plausible explanation of it could be that many of the first generation neo-literates soon relapse in to illiteracy. This again implies the need for immediate and proper organisation of post illiteracy programmes.en_US
